Ray Lutz, born in southern California and a lifelong Democrat, took over the East County Democratic Club in 2006 and saved it from demise. Now it has nearly 150 members and continues to grow. He founded "Citizens' Oversight Projects" (COPs) and put a stop to unconstitutional partisan and religious videos played for four years on the El Cajon taxpayer funded cable TV channel. Then, he took a leading role against Blackwater Worldwide and their proposed 824-acre mercenary-like training camp in Potrero. After Lutz announced his plans to run for the 77th Assembly District seat and take the fight against Blackwater to the State Assembly, Blackwater scrapped their plans the next day. Now, Ray is running for the 52 Congressional seat, and intends to put a stop to outsourcing to mercenaries like Blackwater.

With Masters of Science degree in electronics engineering from SDSU, he specialized in the office equipment industry, founding the Multifunction Products Association (MFPA) and drafting national and international standards, including a role as technical liaison to the United Nations sponsored International Telecommunications Union (ITU). More recently, Lutz has developed a number of products for the biofeedback and neurofeedback industry to provide drug-free treatment for ADHD patients, among others.

In his role as COPs coordinator, he has drafted a proposal called "OpenCanvass" which will allow elections to be tallied without relying on certification of proprietary equipment. With his wife Jill of 22 years, he has two sons, 17 and 20, and they reside near Mt. Helix in the unincorporated county area.

Raymond Lutz is a native Californian and active contributor to the technical, scientific, and political community. He has published hundreds of papers, technical documents, user manuals, public standards, and a science vs. religion novel. Knowledgeable in science, engineering, and marketing, Lutz holds several patents, has been part of numerous start-up enterprises, and is involved in the latest developments in biotechnology and physics. He holds a Master of Science degree in Electronics Engineering. Most recently, he started Citizens' Oversight Projects (COPs) to oversee local governmental bodies, ran for the 77th State Assembly seat in 2008, and is entertaining a run for the 52nd Congressional District.

Stop Blackwater Presentation

Blackwater Worldwide (recently changed name to "Xe"), infamous for the March 31, 2004 Fallujah incident and the Sept. 16, 2007 massacre in Nisoor Square, Baghdad, attempted to establish an 824-acre paramilitary training camp about 45 minutes from Downtown San Diego in the sleepy hamlet of Potrero, population 850. The community, assisted by Raymond Lutz, coordinator for Citizens' Oversight Projects (COPs), successfully resisted this huge inappropriate project. Mr. Lutz will present a chilling one-hour presentation on the history of Blackwater, what worked to stop them, the subsequent efforts to stop Blackwater in Otay Mesa and Southwestern College, and the "Stop Outsourcing Security" bill reintroduced on 2/23/2010 to pull all funding for mercenary firms like Blackwater/Xe.
