This paper identifies a possible location for an off-site nuclear waste storage facility which would be better than the one being built by Southern California Edison which is only 100 ft from the ocean and inches over the high-water mark at San Onofre. This exercise was useful in identifying issues which we needed to deal with to move the very large and heavy canisters plus their transportation overpacks to a better location. After going to the area, we concluded that it is still too seismically active (Amboy Crater is nearby) and Fishel itself is TOO REMOTE because there are no good roads going to it, no towns nearby (so workers would not have to drive too far) and no power or electricity. It is really impossible to find a spot on the earth which deserves to be permanently ruined as a nuclear waste storage area, as every spot has its own natural beauty. But we do have to find an alternative to the location on the coast.

After completing this exercise, we suggest the PendletonOption as the least-risk option.
