Observations:
- No inspection of the slips of paper in the metal box before they started.
- Would be easy to leave out a race or precinct which has been fixed.
- For that matter, they could all say the same thing to force the audit to one race.
- Observers should
- ask to see the contents of the box prior to the draw.
- ask to see the slip of paper drawn.
