The BOS did not vote on the matter until 2010-12-21. The following is the report of an attendee:
The Bd. of Supervisors approved the project 4-1 this afternoon. Only Jack Terrazas who represents Ocotillo voted against, citing water concerns and the changes it would make in the community. There was really no deliberation. Michael Kelley read a statement saying he supported the project for the jobs it would bring and the tax money it would bring in. He expressed anger at people who opposed it for personal reasons. Then they just voted.
