Raymond Lutz, a native Californian and lifelong Democrat, only recently became active in the party. In 2006, he took over the East County Democratic Club and saved it from demise. Now it has nearly 150 members and is quite healthy. In late 2006, he founded “Citizens’ Oversight Projects” (COPs) and put a stop to unconstitutional partisan and religious videos played for four years on the El Cajon taxpayer funded cable TV channel. Then, he took a leading role against Blackwater Worldwide and their proposed 824-acre mercenary-like training camp in Potrero. After Lutz announced his plans to run for the 77th Assembly District seat and take the fight against Blackwater to the State Assembly, Blackwater scrapped their plans the next day, on March 7, 2008.
With Masters of Science degree in electronics engineering from SDSU, he specialized in the office equipment industry, founding the Multifunction Products Association (MFPA) and drafting national and international standards, including a role as technical liaison to the United Nations International Telecommunications Union. More recently, Lutz has developed a number of products for the biofeedback and neurofeedback industry to help ADD and ADHD patients, among others.
In his role as COPs coordinator, he has drafted a proposal called CORECT (Collaborative Optical Recognition Election Completion Technique) which will allow elections to be tallied without relying on certification of proprietary equipment. With his wife Jill of 21 years, he has two sons, 15 and 18, and they reside near Mt. Helix in the unincorporated county area.

Raymond Lutz is an active contributor to the technical and scientific community, and he has published hundreds of papers, technical documents, user manuals, and public standards. Knowledgeable in science, engineering, and marketing, Mr. Lutz holds several patents, has been part of numerous start-up enterprises, and is involved in the latest developments in biotechnology and physics. His interest in the science versus religion controversy extends back many years. A keen marketer and public speaker, Mr. Lutz has organized many industry conferences and development groups. He holds a Master of Science degree in Electronics Engineering.
Blackwater Worldwide, now infamous for the March 31, 2004 Fallujah incident and more recently, the Sept. 16th massacre in Nisoor Square, Baghdad, is pushing for approval of an 824-acre paramilitary training camp about 45 minutes from Downtown San Diego on State Route 94 in the sleepy hamlet of Potrero, population 850. They plan to train 300+ "private security" soldiers at the facility each week split between US Military and Local law enforcement, plus they have said they will entertain border-security contracts, using the Round Potrero valley as a base.
