2012 YEAR-END FUNDRAISING LETTER

Dear Friend:

The Citizens' Oversight Project is growing and becoming even more effective. Please take a moment to learn about some of the projects we have initiated this year, and I hope you will be inspired to help us with a tax-deductible donation or support us for free in many other ways. COPs started in 2006 and our first big success working with the community was fighting Blackwater's huge training camp in Potrero. We have been involved in many projects since, each with an eye to discover the best way to engage our government to produce real results. We can point to a few of our active projects to give you a taste for our activities:

San Onofre License Amendment Intervention

We submitted a petition to intervene and request a hearing in the License Amendment requested by Southern California Edison for the currently-closed San Onofre Nuclear plant. We discovered that the main reason for the amendment was to further suppress public involvement and oversight by removing hundreds of critical surveillance specifications from the license. On December 5, we appeared (via webcast) before the Atomic Safety and Licensing Board at the Nuclear Regulatory Commission headquarters in Rockville MD. The three-judge panel will rule in late January if our contentions are valid. The next step is a court-like hearing with testimony under-oath, expert witnesses, and the like. We believe our contentions are valid and may impact the nuclear industry on a national scale. (Visit the project link and view the recent TV coverage!)

We've been active with other grassroots organizations to educate the public about the issues at San Onofre and help the community address the steam generator failures that started in January, 2012. Edison continues to work for a partial restart of Unit 2. We feel these plants continue to be one of the most pressing issues, particularly brought to light by the triple meltdown at Fukushima. At this point, we believe the best course of action is to cut our losses and decommission this plant.

Save ECPAC

We worked with many activists and arts supporters in El Cajon to push for reopening of the East County Performing Arts Center (ECPAC). The city moved from voting 4-0 to demolish the theater, to embracing the concept of reopening it. The new City Manager, Douglas Williford is a big reason we were able to turn this around, and he is now working on a plan that will be submitted to the City probably in January or February. Although it is taking longer than we wanted, it looks like reopening this theater will eventually happen, probably around Dec. 2013.

Snapshot Protocol

We are in the process of producing a report on the integrity of the 2012 election, based on an election snapshot we requested from the Registrar of Voters. Our carefully planned request, if executed as we requested, may have had the effect of shutting down election fraud which we think may have occurred in the past. We doubt that our report will discover any fraud, but we are happy to say that this project may have eliminated one class of vulnerabilities just due to the fact that they knew we were looking over their shoulder.

Air Progressive Streaming Radio

The media is largely corporate-controlled and biased. The San Diego UT is now owned by developer Doug Manchester, and he promotes his far-right wing agenda. Citizens Oversight has been working to establish alternative media. Let us know what shows you like!! Live local shows are coming up! By listening in as much as you can, our rankings improve and other people will find us. Please tune in whenever you can.

    • We are working with Activist San Diego on their terrestrial transmitter on the top of Mt. Laguna (KNSJ -- 89.1FM) and use the Air Progressive stream engine as a basis for that signal.
    • The Pacific Network (like KPFK in LA and KPFA in Berkeley) has expressed some interest in using the stream engine for their national stream.


These projects are still in process, and there is plenty of opportunity for YOU to enrich your life by helping move the ball down the field. We have short-term tasks that we need help with in each of these cases, so no matter what your expertise is, you can help! JUST SHOWING UP IS WORTH A LOT! Also, ANYONE can help by becoming involved in oversight of local governmental bodies. COPS can help you be optimally effective, and there is no alternative to JUST SHOWING UP and monitoring these governmental bodies and saying "no" at the right time.
